Proposed water restrictions in Western Cape threaten potato supply; leading to possible ‘catastrophic price increases’ in South Africa

Sky rocketing potato prices seen at the end of 2023 could become the new reality if water usage restrictions are imposed on farmers in the Western Cape’s Sandveld region in South Africa, according to a report by Farmers Review Africa.

The Department of Water and Sanitation (DWS) has suggested a 30% reduction in water extraction for farmers to preserve ecological stability. This measure could lead to a 2100-hectare reduction in potato production, causing prices to quadruple.

FP Coetzee, Potatoes SA’s manager, highlights the severe economic impacts, including job losses, increased food insecurity, and “catastrophic increase in prices”.

The Sandveld Potato Producers Association stresses the need for scientific water level monitoring to avoid drastic consequences. Local government stands to lose substantial tax revenue, while the Sandveld region’s year-round potato production, crucial for national supply, faces jeopardy.

Monique Vlok, chairperson of the Sandveld Potato Producers Association, said: “[Farmers] are as much concerned about unsustainable water use as anyone else. We therefore focus on sustainable practices that maximises water use efficiency.”

Potatoes SA supports all efforts to preserve water resources and concurs with the Department on the importance of managing water in the designated catchments. The concern however is around imposing a water reserve beyond what is necessary to achieve ecological stability.

“The consequences are far reaching. Potatoes will become unaffordable to those who depend on it for food security. This, and the consequences of decimating the local economy would result in job losses, social unrest, migration and economic disparity,” said Willie Jacobs, CEO of Potatoes SA.
