England and Wales are experiencing an exceptional drought, with potato growers facing reduced tuber growth, irrigation restrictions and increasingly difficult harvesting conditions. The evidence supports serious concern—but not every alarming headline can yet be translated into a national crop-loss figure.

The drought affecting large parts of the United Kingdom is real, extensive and increasingly costly for potato growers. Yet, as the maincrop harvest approaches, the emerging picture is more complicated than some of the starkest headlines suggest.
Official figures published by the Environment Agency on August 28 confirm that 71% of England’s land area remains in drought. Wales is also officially in drought, while parts of eastern and southern Scotland are experiencing varying degrees of water scarcity.
For potatoes, the consequences are becoming visible in reduced tuber size, uneven crop performance, mounting irrigation costs and concerns about whether crops will meet demanding retail, foodservice and processing specifications. Hard soils and restrictions on irrigation water are now adding another concern: whether crops can be lifted without excessive damage.
What is not yet available is a robust national estimate of the final UK potato yield. Conditions vary sharply between regions, farms, soil types and irrigated and unirrigated fields. The drought is therefore severe, but it should not yet be described as a uniform collapse of the British potato crop.
Official figures confirm an exceptional drought
England recorded only 6.5 millimetres of rain during July, equivalent to 10% of the month’s long-term average, according to provisional Met Office statistics. It was England’s driest July in a record extending back to 1836.
Wales received just 9.3 millimetres—9% of average—and also recorded its driest July in the same 190-year series. Southern England received only 1.9 millimetres, making July the driest month of any kind recorded there.
The dry weather was compounded by exceptional warmth and sunshine. England and Wales experienced their sunniest July on record, while southern England recorded its warmest July by mean temperature.
Rainfall during the second half of August brought some welcome local relief, but it did not reverse the accumulated deficit. The Environment Agency reported that England had received only 34% of its normal August rainfall by August 25. In southeast England, the figure was just 15%.
River flows remained below normal at most monitored locations. On August 25, reservoir storage across England stood at 59.8%, some 18.2 percentage points below the seasonal average. Nine major reservoirs were classified as exceptionally low.
The situation illustrates an important distinction sometimes lost in general news coverage: heavy showers and even local flooding can occur during a drought. Short, intense rain may run off dry or compacted ground without providing the sustained replenishment needed by soils, rivers, reservoirs and groundwater.
The Met Office has cautioned that recent rain should be regarded as the beginning of possible relief rather than the end of the drought.
Water restrictions are reaching agricultural production
The most immediate problem for many potato businesses is not simply low rainfall but declining access to irrigation water.
As of August 27, the Environment Agency reported 1,412 restrictions on abstraction licences. Mandatory restrictions under Section 57 of the Water Resources Act have been imposed in parts of East Anglia, requiring a 50% reduction in abstraction affecting 288 spray-irrigation licences. Fourteen abstractors in Norfolk’s Wensum catchment have been required to stop abstraction completely.
Hundreds of additional voluntary reductions have been requested in the Thames, Wye, Severn and East Anglia catchments.
These agricultural restrictions should not be confused with domestic hosepipe bans. Temporary-use bans applying to households do not automatically prohibit commercial potato irrigation. Growers are instead affected through the conditions attached to abstraction licences, mandatory reductions, voluntary agreements, declining reservoir supplies and the practical availability of water.
The Environment Agency’s latest report explicitly warns that root-crop harvesting is expected to be difficult because of exceptionally hard ground. Water that might ordinarily be applied to soften soil before lifting is less readily available in affected areas.
That creates risks extending beyond yield. Hard, dry soil can make lifting more demanding and may raise the likelihood of mechanical damage, depending on soil type, harvester settings and crop condition. Damaged tubers can subsequently create grading and storage difficulties.
Potatoes were exposed during a critical growth period
Potatoes require a reasonably consistent water supply, particularly during tuber initiation and bulking. GB Potatoes estimates that a crop uses approximately 350 millimetres of water during a growing season, supplied through rainfall, stored soil moisture and irrigation.
Moisture stress during bulking can restrict canopy activity and reduce the crop’s ability to add tuber weight. The likely commercial consequences include smaller average tuber size, reduced total yield and fewer potatoes meeting specific market requirements.
The effects will not be identical across sectors. A shortage of larger tubers could be particularly important for bakers and some foodservice uses. Processing crops must meet contractual requirements for size, dry matter, fry quality and defect levels, while prepack markets place their own demands on appearance and size distribution.
Industry organisation GB Potatoes has said that only around half of the UK potato crop is irrigated. That leaves a substantial area dependent primarily on rainfall and soil moisture. Even irrigated crops are not fully protected when reservoirs fall, abstraction is restricted or equipment cannot keep pace with crop demand during extended heat and drying winds.
North Norfolk grower James Harrison reported through GB Potatoes that his farm had received less than 50 millimetres of rain since planting. He said unirrigated crops were showing stress, while falling reservoir levels were creating vulnerability even in irrigated fields.
Harrison estimated current potato production costs at approximately £8,500 to £9,000 per hectare. At that level of investment, losing marketable yield does not merely reduce output; it can undermine the economics of the entire crop.
The national picture remains uneven
Although drought classifications cover an extensive area, the UK potato industry should not be treated as though it were one field.
Eastern England, including East Anglia, Lincolnshire and parts of the Midlands, is especially important for potato and vegetable production and has experienced severe rainfall deficits and abstraction pressure. Wales remains in drought, with Natural Resources Wales reporting exceptionally low river flows, declining groundwater levels and continuing agricultural concerns.
Scotland presents a more mixed picture. The country received 69% of its average rainfall in July—well below normal, but considerably more than England or Wales. As of August 27, the Scottish Environment Protection Agency reported 24 water-scarcity areas at normal status, ten at early warning, two at alert, ten at moderate scarcity and two at significant scarcity.
That regional variation matters because Scotland is central to British seed-potato production and also produces substantial ware and processing crops. Water stress is present in parts of the country, particularly in the east and south, but it would be misleading to apply conditions in southeast England to the whole Scottish crop.
Farm-level outcomes will also depend on planting date, variety, soil water-holding capacity, rooting, irrigation availability and the timing of canopy senescence. Some crops may have completed much of their bulking before water became critically scarce. Others were exposed during the period when moisture was most needed.
Are shortage and price warnings justified?
There are legitimate reasons to expect reduced British potato output and a greater proportion of small or off-specification tubers. GB Potatoes chief executive Scott Walker told The Guardian earlier in August that the organisation was not expecting as much crop as in recent years and that consumers might encounter greater variation in potato sizes.
The same report stated that wholesale potato prices had risen by more than 40%. That figure indicates pressure in parts of the market, but it should be interpreted carefully. A reported wholesale increase does not constitute a comprehensive national potato-price index, nor does it establish how much of the movement will reach retail consumers.
Similarly, individual reports of potatoes being substantially smaller than usual can accurately describe particular farms without representing the national average.
There is presently no verified UK-wide potato yield estimate showing losses comparable with the 23% decline recently forecast by the French growers’ organisation UNPT for France. Britain’s final position will only become clearer as larger areas of maincrop potatoes are lifted, graded and assessed for storage.
United Fresh, a UK foodservice supplier, has described the situation succinctly as one of “pressure, not panic.” It expects smaller potatoes, variable quality, tighter supplies in particular specifications and upward pressure on prices, while cautioning that a smaller crop does not mean potatoes will disappear from the market.
That is the most defensible assessment based on the evidence currently available.
Imports may offer only limited protection
Ordinarily, imports can help compensate for a smaller domestic crop. This year, however, much of continental Europe has also experienced damaging heat and drought.
The NFU has warned that Britain cannot assume international supplies will always be available or affordable when several producing countries experience weather-related losses simultaneously. NFU Horticulture and Potatoes Board chair Martin Emmett noted that only around half of the British potato area is irrigated and called for greater investment in reservoirs, more flexible abstraction licensing and stronger recognition of domestic food production in water policy.
The exposure is structural as well as seasonal. According to figures cited by GB Potatoes, British production supplied approximately 71% of the country’s potato requirement in 2025, compared with about 90% at the beginning of the century.
A drought affecting Britain and neighbouring European suppliers at the same time could therefore tighten availability in particular categories even if there is no general shortage.
A serious drought—but the harvest must provide the final verdict
There is little basis for dismissing the drought as media exaggeration. The rainfall records, river flows, reservoir levels and agricultural abstraction restrictions demonstrate that it is an exceptional event. For exposed potato growers, the financial consequences may be severe.
What should be resisted is the premature conversion of individual farm losses, spot-market price movements or regional observations into a definitive national crop forecast.
The evidence currently supports four firm conclusions:
- Potato yields are likely to be lower in many affected areas.
- Tuber size and marketable quality are likely to be more variable than usual.
- Irrigation restrictions and depleted water reserves have increased the difference between farms and regions.
- Hard soils could complicate lifting and introduce additional quality and storage risks.
The full national impact—including total tonnage, size distribution, processing quality and storability—will become known only as the main harvest progresses.
For now, Britain’s potato industry faces a genuine production emergency in its most severely affected areas, but not a proven nationwide crop failure. The larger lesson is already clear: reliable access to stored winter water, more flexible catchment-level management and investment in efficient irrigation are no longer optional resilience measures. They are becoming fundamental requirements for maintaining British potato production.
